Cherry Tree Bi-Lingual Day Nursery, located in Hemel Hempstead, provides full day care for children aged 0 to 4 years. The nursery operates all year round, Monday to Friday, from 7am until 7pm.
The overall effectiveness of the provision is Inadequate, a rating that was also given at its previous inspection. The inspectors noted that despite staff showing clear care and kindness, and the leadership team expressing a willingness to improve, the quality of care and education remains inadequate.
The setting does not consistently meet the Early Years Foundation Stage (EYFS) requirements, particularly for children with special educational needs and/or disabilities (SEND), those who speak English as an additional language (EAL), and children settling into new rooms. This inconsistency means that some children do not make the progress they are capable of.
Behaviour management is inconsistent and often not suited to children's developmental stages, leading to emotional distress in many children. The curriculum struggles to meet individual learning needs, stages, or interests, and staff sometimes lack sufficient knowledge about child development, especially in communication and language.
However, the arrangements for safeguarding were found to be effective, with an open and positive culture that prioritises children's interests.

The provider does not ensure that children with SEND receive effective support. Although staff work with other agencies and have individual education plans for some children, the provider has not ensured that these are put into practice consistently. As a result, children with SEND often wander around or roll on the floor without clear guidance or engagement.
The inspector observed the quality of education being provided, indoors and outdoors, and assessed the impact that this was having on children's learning.
