Naval Under Fives is a charitable organisation dedicated to providing a nurturing, home-like learning environment for young children. They focus on fostering creativity, curiosity, and development for children from both military and civilian families.
They operate seven settings, including Penguin Preschool, located in Fareham. They pride themselves on offering a safe, enjoyable, happy, and stimulating experience for every child, with an approach that builds upon each child's individual needs and interests.
Penguin Preschool, specifically, is housed in a two-story residence, featuring dedicated areas for role-play, small world activities, construction, and art. The preschool also boasts an attractive garden with a mud kitchen, sand and water play, and a digging area.
A unique feature is their artelier, an art studio where children collaboratively develop ideas with minimal adult intervention. The preschool welcomes community visitors and has received an 'Outstanding' rating from Ofsted, highlighting their exceptional leadership, teaching quality, personal development support, and positive outcomes for children.

Fees are charged at an hourly rate based on age band for non-funded hours or families not eligible for funding. Weekly charges apply for consumables alongside a voluntary snack contribution. Parents must provide their own packed lunch, nappies, wipes, and suncream.

Inclusion & environment
All children, including those with special educational needs and/or disabilities, make excellent progress. The special educational needs coordinator provides excellent support for children with special educational needs and/or disabilities (SEND). She is highly experienced and passionate about improving outcomes for all children, quickly identifying children who require extra support and making swift referrals. She works alongside staff, parents and other professionals, and all staff have received training to support children with SEND, using Makaton signing and visual aids to further support all children to access the curriculum.
Leaders secured funding to improve the outdoor space and make it more accessible to children in all weathers. Staff provide opportunities for children to develop physical skills, including promoting good physical development through teaching about healthy lifestyles and oral health.
